    How is the UKDSC resourced?

    The UKDSC is jointly resourced by Industry and Government. It has a permanent central core of employees and additional subject matter experts drawn from Industry.

    The UKDSC is staffed by an independent CEO with the vast majority of the team being provided by seconded staff from the 16 DGP partner companies.



  • Steve Brittan, Chief Executive Officer

    Steve is Chief Executive Officer at the UK Defence Solutions Centre. He was appointed by the Defence Growth Partnership in early 2015 to establish and lead this new, independent organisation that will play a vital role in securing competitive advantage for the UK defence industry. Steve has worked in several large defence organisations: Marconi, BAE Systems, the Defence Evaluation and Research Agency, and QinetiQ where he grew his division’s profitability and size by working collaboratively with defence primes to share intellectual property and unlock innovation, winning a Wall Street Journal Innovation Award. In 2009 Steve left QinetiQ and since then established a technology consultancy working with a wide variety of technology SMEs to secure investments and develop new routes to market. He also founded a cyber security start-up in 2011 which has benefitted from several rounds of investment and secured Government contracts.

  • Paul Winstanley, Executive Director Innovation

    Paul is Executive Director Innovations at the UK Defence Solutions Centre. He is an entrepreneurial technologist with a substantial track record for applying innovation in the defence, security, transport and medical sectors spanning academia, government, small and medium-sized enterprises (SMEs) and international PLCs. Paul’s early career was with the UK Ministry of Defence (MOD), then with QinetiQ where he held a number of leadership roles including Technical Director of the Sensors & Avionics business and then CEO of QinetiQ Inc. Subsequently, Paul founded and ran an SME. Paul’s business skills include leadership, substantial international P&L experience (>$100M), capital raising and realising value from technology.

  • Andrew Radcliffe, Executive Director Business

    Andrew is Executive Director, Business at the UK Defence Solutions Centre. He has worked for the UK MOD, US Navy, NATO, the British Embassy in Washington DC, and BAE Systems in the UK and USA. He is experienced in international relations and working on cooperative ventures worldwide. He has a BA (Hons) degree, is a Member of the Chartered Institute of Purchasing and Supply, and completed the Program for Senior Executives in National and International Security at John F. Kennedy School of Government, as well as strategic leadership programmes at the UK National School of Government and Cranfield University. He is also certified in US congressional operations.

  • Matt Foster, Executive Director Strategy

    Matt is Executive Director, Strategy at the UK Defence Solutions Centre.  He joins the UKDSC from BAE Systems Oman where he was General Manager and responsible for all operations of BAE Systems in the Sultanate of Oman, management of senior customer relationships and of the identification and development of new business opportunities.  Matt joined BAE Systems in 2002 as a Commercial Graduate.  Upon leaving the Graduate Programme he spent five years in the Saudi Arabian business, including three in Riyadh, before becoming Chief of Staff for the International Operating Group in May 2010.  In this role he provided direct support to the Group Managing Director – International, and the International businesses.  Over time he increased his involvement in key International campaigns, and cross business unit performance improvement initiatives, particularly relating to the Typhoon aircraft.
